Multi-Sector Stormwater General Permit

Overview

Activities that take place at industrial facilities, such as material handling and storage, are often exposed to the weather. As runoff from rain or snowmelt comes into contact with these materials, it picks up pollutants and transports them to nearby storm sewer systems, and streams, lakes and rivers. Stormwater pollution is a significant source of water quality problems for West Virginia’s waters. In order to minimize the impact of stormwater discharges from industrial facilities, the WV NPDES program includes an industrial stormwater permitting component. Operators of industrial facilities included in one of the 20 categories of stormwater discharges associated with industrial activity that discharge or have the potential to discharge stormwater to a municipal separate storm sewer system (MS4) or directly to waters of the State require authorization under a WV/NPDES industrial stormwater permit.

Modified 2020 MSGP

WV/NPDES WV0111457 Multi Sector Stormwater General Permit was modified on January 26, 2021 and becomes effective February 25, 2021.

2019 Reissuance

WV/NPDES WV0111457 Multi Sector Stormwater General Permit was issued on September 12, 2019 and becomes effective October 12, 2019.


ROXUL USA INC., RAN-5 Facility

ROXUL USA INC. was issued Registration No. WVG611896, November 5, 2020, under WV General Permit No. WV0111457, WV/NPDES Multi-Sector General Water Pollution Control Permit for Stormwater Associated with Industrial Activities. This registration covers the discharge of stormwater associated with the Rockwool USA, Inc. RAN-5 facility.

A Class I legal advertisement was published in The Spirit of Jefferson Advocate on September 18, 2019. A public hearing was held from 6 to 8 p.m. on Wednesday, October 23, 2019 at Shepherd University Student Center, 210 N King St., Shepherdstown, WV 25443. The public notice/public comment period closed on October 31, 2019.

Jefferson County Development Authority was issued Registration No. WVG611874, March 29, 2019, under WV General Permit No. WV0111457, WV/NPDES Multi-Sector General Water Pollution Control Permit for Stormwater Associated with Industrial Activities. This registration covers the discharge of stormwater associated with the TeMa North America, LLC Jefferson County Operation facility.

A public notice/public comment period closed on February 9, 2019.
