Employee Benefits and Wellness
Processes all employee benefits enrollment forms, answers questions concerning employee benefits, coordinates transition of employees to retirement and communicates information about open enrollment and benefits changes for the employees of the department. Processes all worker's compensation claims for the DEP. Coordinates the use of the Employee Assistance Program. Coordinates all wellness events for the Department and assists employees in finding resources to assist them in implementing healthy lifestyle choices.
Researches law and court decisions to determine appropriate disciplinary action if needed. Drafts disciplinary letters for managers/supervisors. Advises employees, supervisors, and managers in conflict resolution and personnel related problems. Coordinates and reviews Financial Interest Statements as required under the Surface Mine Control Reclamation Act (SMCRA).
Equal Employment Opportunity (EEO), Grievances, Training
Provides training on diversity, sexual harassment, and the interview process as defined by the Equal Employment Opportunity (EEO) and Affirmative Action (AA) guidelines in the new employee orientation for each new hire. Involved in all EEO complaints and concerns. Looks for ways to achieve diversity within the organization. Responds to routine inquiries concerning the grievance procedure. Provides training on the grievance procedure and discusses alternative ways employees can resolve issues. Processes requests for educational enhancement and reimbursement. Coordinates the training initiatives of the DEP.
Processes all payroll transactions, direct deposits, overtime payments, and employee withholdings for the DEP. Coordinates all leaves of absence. Develops and distributes all payroll reports for the department. Reconciles all Public Employee Insurance Agency (PEIA) invoices in the electronic PEIA billing system. Completes agency payroll tax returns and other mandatory reports and files with the appropriate authority. Pays all quarterly and monthly fees relevant to payroll withholding, personnel fees, unemployment compensation and other personnel related fees.
Policy Development and Personal Services
Prepares personnel schedules in coordination with agency budget staff. Provides personal services reporting and a variety of Human Resource reporting for the Department. Coordinates the development of policies, procedures and handbooks relevant to compliance with Division of Personnel rules and statutes. Answers questions concerning administrative policies, procedures and handbooks. Coordinates the agency's employee performance appraisal process.
The Classification/Compensation staff provides managers and employees with guidance on the Division of Personnel's class specifications and classification plans based on employee job analysis. Reviews and processes position description forms for accuracy, internal equity and classification possibilities. Processes personnel actions (WV-11's) for new hires, promotions, transfers, reinstatements, resignations, retirements, etc. Tracks and reports Personnel Services expenditure schedules for DEP Divisions/Offices. Provides recruitment and new hire information to DEP employees and the public. Reviews staffing requests for job postings and initiative vacancy announcements. Reviews and approves employment applications, schedules Profile Assessments for applicants, and works with managers on team building reports and establishing classification benchmarks.
