​​Urban Subwatershed Restoration Manual Series

These manuals provide detailed guidance on how to repair urban watersheds. All of the information contained in these manuals is beneficial to Municipal Separate Storm Sewer System Operators in West Virginia. The entire series of manuals were written by the Center for Watershed Protection to organize the enormous amount of information needed to restore small urban watersheds into a format that can easily be accessed by watershed groups, municipal staff, environmental consultants and other users.

An Integrated Framework to Restore Small Urban Watersheds

Introduces the basic concepts and techniques of urban watershed restoration, and sets forth the overall framework we use to evaluate subwatershed restoration potential. The manual emphasizes how past subwatershed alterations must be understood in order to set realistic expectations for future restoration. This manual presents a simple subwatershed classification system to define expected stream impacts and restoration potential. Defines seven broad groups of restoration practices, and describes where to look in the subwatershed to implement them. The manual includes a condensed summary of a planning approach to craft effective subwatershed restoration plans.


Urban Stormwater Retrofit Practices Appendices

Outlines the basics of retrofits, describes the 13 unique locations where they can be found, and presents rapid methods to find, design and deliver retrofits to meet a wide range of subwatershed objectives. The manual contains updated costs for retrofit practices, updated pollutant removal data for stormwater treatment options, a design point method to estimate individual retrofit removal rates, and practical tips to support the design, permitting and construction of retrofit projects. In short, the manual provides all the resources needed to develop an effective local retrofit program.

This stream repair manual concentrates on practices used to enhance the appearance, stability, structure, or function of urban streams. Presents three broad approaches to urban stream repair - stream cleanups, simple repairs, and more sophisticated comprehensive repair applications. Outlines how to set appropriate restoration goals, how to choose the best combination of stream repair practices to meet the goals, and how to assess stream repair potential at the subwatershed level. Finally, the manual offers practical advice to help design, permit, construct and maintain stream repair practices in a seris of more than 30 profile sheets.

Pollution Source Control Practices

This manual presents several methods to assess subwatershed pollution sources in order to develop and target education and/or enforcement efforts that can prevent or reduce polluting behaviors and operations. Manual 8 outlines more than 100 different "carrot" and "stick" options that can be used for this purpose. The manual also presents profile sheets that describe 21 specific stewardship practices for residential neighborhoods, and 15 pollution prevention techniques for control of storm water hotspots.

Municipal Pollution Prevention/Good Housekeeping Practices

This manual outlines ideas on how municipal pollution prevention and good housekeeping practices can be used to address local water quality issues and watershed restoration goals and objectives.

The manual presents a framework for planning and developing comprehensive and effective pollution prevention and good housekeeping programs. It is intended primarily for use by smaller NPDES Phase II communities and other unregulated communities interested in protecting and restoring local water resources.

This comprehensive manual is primarily focused on providing municipalities and other MS4 entities with guidance for the development and implementation of their own IDDE programs. This manual has been organized to address the broad range of administrative and technical considerations involved with setting up an effective IDDE program.


Monitoring to Demonstrate Environmentl Results

This document presents six monitoring study designs that can be used by Municipal Separate Storm Sewer System (MS4) communities to assess their local stormwater programs. The central purpose of this manual is to provide guidance to MS4 communities on developing monitoring studies whose results can help improve their local stormwater programs by getting more pollutant reduction out of the total community stormwater investment.

Phase II communities are required to develop measureable goals to track progress towards implementing each of the six minimum management measures. Most communities’ measureable goals are output based (e.g. number of stormwater treatment practices installed, number of educational brochures distributed), which is useful from a program accounting standpoint but does not allow changes in water quality as a result of these activities to be quantified.


Managing Stormwater in Your Community

This guide is intended for Phase II NPDES Municipal Separate Storm Sewer System (MS4) communities (which are required to establish a post-construction program), as well as other non regulated municipalities that are interested in protecting local water resources. Other entities responsible for implementing post construction controls, such as military bases, transportation departments, and school districts, will also find this guide useful.

This guide is intended for multiple audiences within a local government. The guide recognizes the important link between overall comprehensive land use planning and the more technical components of a stormwater program. Often, land use planners and stormwater managers do not collaborate on large scale land use and development issues. However, the activities of both groups have a profound impact on the health of watersheds and receiving waters. The guide, and especially Chapter 3, is meant to bridge this gap and promote a stronger link.


Developing Your Stormwater Pollution Prevention Plan: A Guide for Construction Sites

This manual provides detailed guidance on the development of storm water pollution prevention plans (SWPPP) and identification of best management practices (BMPs) for construction activities. The SWPPP guide is written in a general format and can be used at most construction sites nationwide. The guide contains a SWPPP template and sample inspection form which should be customized to meet specific West Virginia permit requirements and the conditions at the site.

This manual will help you address public perceptions, promote stormwater-friendly activities, and inform or motivate stakeholders. It is an excellent tool to guide and assist communities in developing their public education and outreach campaigns.
