Certification is an important component of the program. It ensures program support, provides access
to resources such as free or low-cost basic equipment, and it is especially important for
maintaining quality assurance and quality control.

Stream Reach Description
A wadeable stream reach is defined as a section of stream no deeper than waist deep (except pools);
most of the reach are at depths between the thigh and the waist or shallower.
